The engineering and the design for the airframe where overseas (but they aren't new jobs, the basic airframe is off the shelf now), but the contract isn't just for EADS its also for Northrop Grumman.

Actually the low end of the workers is the high end as far as pumping up the economy. This puts more money in the pockets of low and middle class blue collar workers. Most in a low cost of living area. Alabama.
