Houston, GAlveston are in south Texas. I think you must be ignoring the coastal region, but it sure looks like it is part of the southern half to me.

No oil down there, but there is some natural gas, in depleating fields.

Lots of pumps still running, off shore oil, and refineries all over South Texas. Learn some geography. You need to go back to grade school.
