Not exactly. It forbids the fed from controlling the internal affairs of states unless already explicitly provided within the Constitution.

One internal affair example would be the second ammendment. The fed is supposed to protect the right of people to bear arms.
Another would be self incrimination.

The bill of rights is designed to limit the fed, not the states.

Unless it involves interstate commerce.
