The Russian SU-30 does employ stealth technology, both paint (inferior to US skin coating) and an active magneto-plasma field surrounding the aircraft (similar to US plasma).

Production of the American F-22 stealth fighter has been prematurely discontinued, and will likely soon become the export fighter to counter the SU-20. In spite of the VSTOL tricks, the F-22 is superior to the SU-20.

For U.S. forces the F-22 will be replaced with a fighter which has both superior capabilities and a greatly reduced cost.

In addition the F-35 will replace the U.S. fleet of F-16s.

Check the rest of the web site you linked to, they approach Stratfor levels of credibility. The individual hasn't done enough math of what's involved.

As for the out of phase radar not being detectable by the aircraft's countermeasures suite, the countermeasure antennas will be sampling only a small fraction of the wave.
