keeping obl on the run is not cutting off the head of the snake. It keeps alive the requirement that the head of the snake be protected at very high cost. And that creates a large set of interdependencies that focus logistics. resources spent on saving the ass of the head is not spent planing attacks or funding other logistics in carrying out an attack. Now as to how the money is allocated by the US black ops, I expect they are attempting to get the best bang for the buck.
