This ability will increase sales to Third World nations where a tiny minority oppresses the majority population. This capability was developed to meet a need the Russian military believed they needed in Chechnya. A platform which is stealthier and faster moving than a helicopter.

Altitude provides adequate protection in these situations where you know your civilians are armed with handguns and rocks.
