I suspect it's only about keeping the bank doors open. He's rumored to be a student of the depression of the 30s, so may be figuring the frog/public won't notice anything is wrong while the pot is slowly heated/their currency's purchasing power is disappearing---so long as the banks are open, even if very quiet. The bank run can proceed in the shadows as anticipated.

i am no longer in a panic to reverse course, partly because of the discussions on he matter here there and everywhere,and partly because i cannot make up my mind, and so when so, perhaps not move suddenly

best to wait for full panic sets in, so that i can move with conviction
