That is nothing more than wishful thinking. They aren't going to be able to control when people recharge, and those vehicles suck a lot of juice. I need to run the numbers but wouldn't be surprised if a family with a plugin uses over twice the total electricity as a family that doesn't. If your refrigerator cooling the stuff in a closed box and your laundry moving clothes around constitute major electricity use, what is it going to take to move a car 40 miles A DAY at a decent speed?

There will be big jumps in power usage starting at about 5-7 PM if plugin vehicle sales take off. People will come home and plug in their vehicles. The power companies will probably provide Interruptible Power Supply meters for the vehicles to control when vehicles get juice. That will fly until the first time they fail to deliver enough juice to get vehicles charged overnight.

I agree with China that Hydrogen is the future, probably with PEM technology.
