It was the Clinton FCC that proposed the conversion. And it is the Republicans who found a solution to the problem for the 17 mil people without digital capable sets.

I for one am looking forward to all digital broadcasting. The pic is clearer and it gives consumers more control over how they watch television.

U.S. Senate Commerce Committee Chairman John McCain (R-Ariz.) has already introduced legislation to earmark up to $1 billion from proceeds of the broadcast analog spectrum auction to subsidize the purchase of these boxes.
