The efficacy has already been proven. many many times.

If you are talking about proven to the FDA, please note that the FDA is currently being sued for providing false information about marijuana to the public.

Amounts have already been set, by law, in twelve states.

This does NOT mean does it work better than anything else.
"Better that anything else" is NOT a standard applied by the FDA on ANY drug being considered.

BTW the FDA does not approve herbs.
