The engines are GE, most of the parts will be made in the US, the frame is made in France and it will be put together here in the states.

but we're talking about refueling tankers.

That's the big-gee being lost in this conversation, we aren't talking about fighters with top secret components for crying out loud. Furthermore from everything I've read Boeing really screwed the pooch on this one and basically shot down their own chances at the contract.
