Except for operations in countries with no income tax, the American companies either pay the tax in the local country, or pay the tax in the US.

Yep... depending on where they are headquartered. And if they are headquartered in the US then they usually keep their profit dollars overseas unless the US declares one of their "tax holidays".

No that's what I've been talking about all along.
