Trying to limit miles driven solves none of the issues and hampers business and pleasure.

Frankly I tend to agree with you there. But that's exactly what it will come down to unless we get more efficient vehicles.

The taxes on engine displacement disproportionately effect the elderly, poor or those on fixed incomes.

When I was a kid that was the way the cost was determined for license plate renewal... not a new idea. When somebody chooses to drive an inefficient vehicle it not only raises the price for his gasoline, it raises the price for EVERYBODYS gasoline, no matter what you drive. That's a social issue... and deserves a social solution.

And that's not counting that oil is 1/3-1/2 of the trade deficit, makes the country spend more on the military...
