As soon as Bush decides not to veto every attempt to get to energy independence or as soon as we get a Democratic President. Oh, and as far as ANWR, drilling for more oil doesn't make us oil independent any more than giving more heroin to a heroin addict ends the addict's addiction. A better approach might be to "tax the crap out of gas", as you said, and tax the crap out of oil companies too.
