the customers start to pay for it before they even break ground. They do that for every project, especially major roads and bridges. The entire process starts from DC with the administration supporting the building of more plants and the D's shifting nervously in their seats whenever they hear the word Nuclear. Fact is the current crop of elected officials are not addressing energy issues - wishing instead the energy fairy will solve the problems if we just raise CAFE standards or stop driving. The majority party has it within their power to set the agenda and lead, which they've done precious little of lately.
