I think what they are trying to do is establish a market for the paper. Right now nobody will touch the stuff, because they don't know what it's worth, and the markets have locked up. A lot of it has value but nobody knows what it is because the securities are so opaque. Lack of transparency is the real problem.

A better solution would be for the ratings agencies to actually do their jobs with respect to this paper but that isn't likely to happen.
