Like I said some countries punish, whippings etc instead of imprison. If you are looking for someone to blame, look at liberals and their welfare hand outs. Go at night to one of their inner city paradises and view first hand why our prisons are crowd. Then check out that UNC class president and what those two democrats did to her. Why would they do that? Also check out that Auburn student and what that democrat did to her and he was walking the streets waiting for trial on FIVE ARMED robberies. Why was he not in prison ? that the real question. Look at what he costs society.
