Broadcom was able to charge 6% because they were under no obligation to license that particular patent whatsoever. They could have charged Mq's 160% if they desired. It is likely that Qualcomm has similar "non-essential" patents that Nokia (and others) need. But Broadcom's "going rate" would not apply to Qualcomm's patents that we are aware of that are essential to various standards.
