yea, they threw PHS out there because it was CHEAP. But it isn't working well at all, and is suffering alot of problems

So they are shopping for what to upgrade to.

No. They ran it mainly as PAS, or xiaolingtong, in the 1880-1930 MHz frequency band, with small cells, like a cordless phone setup, in dense city areas, with reception problems, but very cheap.

Telecom would have liked to expand CDMA450 beyond the 100,000[?] they have, but were shut down by the gov't, maybe because there were high hopes for SCDMA, maybe because the military brass saw an opening for a rigged investment, or CATT chauvinists wanted the spectrum reserved for a TD-S variant, or maybe because it's a serious bargaining chip with Qualcomm... who knows. There was never a competition between the two technologies since CDMA450's chief selling point for China is big efficient cells for big space, the opposite of whjat they did with PAS.

The rational use in China of CDMA450 in the north and west is the main "happy unlikely" thing I was talking about, but meanwhile today we lost some subs in Tibet to shattered skulls.
