Quick summary:

1. It would provide full tuition, room and board for veterans of the active duty military as long as they'd served after Sept. 11, 2001 for at least 3 months.

2. The level of benefits would be tied to length of service.

3. The $1200 member buy-in under the current Montgomery GI Bill would be returned.

4. Maximum benefits, earned for 36 months' active duty, would cover tuition for up to four years at a level to match tuition at the most expensive in-state public school. The average across states is about $1900 a month.

5. The bill would provide a $1,000 cash stipend, up to $1,200 annually for tutoring assistance, and it would pay for any testing fees for licensing after graduation.

6. Will include benefits for National Guard and Reserve veterans, many of whom have deployed for combat tours since 9/11.
