Water does not burn. It is already oxidized to it's stable limit. If you do manage to get more oxygen attached you might get H2O2 which will separate explosively back to H2O + O with the simple exposure to nickle. They use near 100% solutions of this stuff to power land speed record cars, and mild solutions to bleach hair. You make it I believe by combining barium peroxide with hydrochloric acid. But not by "burning water".

What you probably saw was burnt antifreeze, an alcohol that will burn well if there is not enough water mixed with it. Or if an outboard, it may have been organics mixed in the water that burned.
