Maybe the harness the gulf stream idea. Maybe. I don't have enough background to map out the costs.

There you would make electricity and store it in the form of ammonia (from hydrogen) and then ship it to port and use the hydrogen to power fuel cells.

The current cost of making hydrogen might be higher than oil. It's also much much more costly to store and ship.
