Who's throwing money at it? Education budgets continue to be cut, and the schools that do work receive more money per kid than the ones who don't.

Some of the highest revenue per students schools in the country are the worse. You can start in New York.

And NY's schools are decent... don't count NYC in this because dollars don't go very far there.
