The cost of the fuel does enter into the efficiency of moving freight in this discussion. A gallon of diesel moving freight on rail is much more efficient than moving it on the highway.. A locomotive or two or three, can move a hundred large carloads of freight or so while a diesel engine in one truck moves only one relatively small load of freight... Once the train gets going, only a small amount of fuel is used to keep each car load moving, while a truck does not have that luxury..

Analagous to mass transportation for people vs. a automobile carrying a single person.
