Only way USD can rally: Increase real interest rates for foreigners to exchange their currencies into USD. This would trigger a flow into the USD. This is what happened in 1980. Do a Paul Volcker. Only problem it is not Brazil who would pay the interest rates. It will be the American citizen who would labor to produce the interest and the principal to be exported.
