FED feeds ---> foreigners withdraw ---> causes FED to think they need to feed ---> FED feeds ---> foreigners withdraw, supplemented by the weak cycle: FED feeds ---> dollar falls ---> undermines oil value ---> hedge against dollar by selling dollar ---> other foreigners withdraw ---> back to main cycle. There are other reinforcing subcycles, all of which would be broken by a change of rational expectations.
