Lemme tighten that there bolt just a little bit more.... Ya know... if they would just send those rates negative, then, not only could they reduce the deficit by charging the peasants to keep a bank account instead of paying interest out, but they wouldn't have to bail out their wallstreet banker buds anymore, their buds would be getting paid for taking those nasty loans.... LOL
