I think the bias is against viewing energy development as being all about oil. The Bush administration is clearly biased to think that energy=oil (and to a lesser extent, coal and natural gas). Hence the fact that pretty much the only people Dick Cheney talked to about developing the administration's energy policy were oil people. - Allen
