It is either copy locked under the creators password or more probably simply a scanned copy resulting in a graphic. It is not print locked however which many copy locked PDFs are. There are commercial PDF unlocking programs and convertor programs available but I've never used one.

Thanks very much to you and to Slacker who uploaded it. I just finished my first read. Interesting to say the least, and much more specific and informative than the original August 2006 Nokia complaint, even with the redactions.

QUALCOMM's counterclaims were due March 14th so that should be available before too long.
