I would fix it in a very straightforward way. Imagine a commercial on television that said this. "Give us 4 years and we'll give you four years at any public college or university in the country, room board and 500 dollars a month, America needs your service". Rules are simple... Pass the SAT requirements for the school and maintain a C+ average while attending. We spend more on the crazy paperwork complexity of the system and partial dolling out of dollars.
