See clause 19 of the filing on page 6 of Nok's brief. Qualcomm, like every other member of ETSI has become a party to certain contracts, and they are thus bound by the ETSI IPR policy. Para 12.1 of ETSI IPR Policy states explicitly that it is governed under the laws of France, and further that the construction is to be as by contract.

Chinese law is a book 1 inch thick. french law is a book 16 feet long.

In a sort of object inheritance kind of way, that makes the contract between QCOM and ETSI about 16 feet thick.
