Socialism bails out specific business enterprises in a fairly capitalist system. That doesn't quite mean socialism is bailing out capitalism.

Bailouts and other forms of intervention, if done right (and they often are not), may in some cases smooth out the up and downs that a more capitalist economy would have. But that doesn't mean they make it grow faster, in fact growth is probably slower because of them, but it might be more steady.

And bailouts and interventions if done wrong, can make the economy even more volatile rather than less.

Also the bailouts are often seen as necessary because of conditions that where created by previous interventions.
