The real reason why nukes are starting to gain traction is that the government will now guarantee the loans. Before that change the smart money didn't like the ROI.

Government is guaranteeing loans of first x number of projects started under the new rules.

As far as concern over ROI, true and false at the same time. If completed and put into operation, ROI is just fine. It is the risk of whether someone will sabotage the project and the plant never enters operation (and does so on timely basis) is what worries investors.

Local activists can and have sabotaged these super expensive projects in the past.
