Let's not forget BRCM! In fact, they should be given the chance to pioneer the individual licencing arrangement and not be troubled with making such a tough decision.

It's not just a volume discount; it's a discount based on not having to go through the tortured procedure of negotiating each patent separately. That is why the New Jersey court has already recognized the efficiency of bundling. You don't have to negotiate each. You don't have to litigate the validity of each patent. All these involve considerable costs, which Nokia for its own continued monopolization of the marketplace wants to break up. Furthermore, the analysis of value of Nokia patents has to take into consideration the considerable involvement of the EC and the EU in creating their value; Nokia shouldn't get a cent for value created by government fiat in its favor. It is essentially arguing that because the EC gives it extraordinary favoritism, it can use this to browbeat everybody else.
