why should doing nothing be seen as a bad choice? they clearly do not know what they are doing other than out of greed and self -interest? why should any of their actions be seen as promising?

As I learned many years ago from close observation of a corporate scumbag in my business past who shall go nameless, when it looked like somebody was going to hang something on him, he had the option of looking either guilty or stupid. Stupid obviously got him off the hook, but it was a very difficult choice for him to make -- I expect Greenspan knew exactly what was happening all along and of course did nothing about it, so later it was his job to look stupid
