Since you Googled the "Royal Bank of Australia" you know that this was a small private bank in Sydney, which existed briefly between 1839 and 1850.

This was followed by a different small bank in Melbourne which traded under this name between 1888 and 1927 and was acquired by a series of banks ultimately ending as part of the ANZ Bank chain.

Any modern references to the Royal Bank of Australia are made by people as ignorant as the Wall Street Journal reporter.
