how has Qualcomm been able obtain signed contracts for their patents from over 140 companies? The USA has been successful preventing more than 140 countries from developing nuclear weapons. Nevertheless, the USA is unable to prevent China from developing their own nuclear weapons. Patent poker is part luck, part strategy, part bluff and part bankroll. It also depends on what one party holds in their hands versus their view of what the other party holds.
