Yep.

Which will, of course, only be answered when the FBI comes up with answers for these three questions:

1) Who accessed the files, and who did they pass the information along to?

2) When did the supervisors know of the breach (& when did they take action against the perps and mount the official investigation)?

Third question, IMO, likely has greater long-term salience: Why are controls so weak, and is it necessary/helpful to address data privacy regulations --- since we have now documented such a long stream of such data breaches?
