They managed to slip him in for a short while, but the word got out. They withdrew him not to protect him so much as his unit, as they would be targeted if he were. I can certainly understand the families of his unit mates preferring he not be there and draw attention to the others. but private citizens in other countries are another matter, be they in unstable countries or not. What would it gain anyone to kidnap a half-sibling of the american prez? nothing that i can think of. but this is from wikipedia.com - "The Secret Service has primary jurisdiction over the prevention and investigation of counterfeiting of U.S. currency and U.S. treasury bonds notes, as well as protection of the President, Vice President, President-elect, Vice President-elect, past Presidents and their spouses (except when the spouse re-marries), certain candidates for the offices of President and Vice President within 120 days of a general presidential election, children and grandchildren of current and former presidents until age 16, visiting foreign heads of state and government along with their spouses (all called "protectees"), other individuals as designated per Executive Order of the President, and National Special Security Events, when designated as such by the Secretary of the Department of Homeland Security. " so tho those you speak of are not covered in general, it is possible to do it if appeared to be a security threat in any way for the nation. or just to be 'nice' if it seemed they might truly be in danger because of their connection to the prez.
