What, exactly, do you consider enabling? Seems to me most people are waiting. I think by the time folks the reverend's age are dead, this will mostly have passed on as well. Not only do young people have zero knowledge of history, and thus the Tuskegee experiment, for better or worse, is not an issue for them, but the numbers of biracial people are growing by leaps and bounds- and that also diminishes the issue- because when you are both races, are you going to look at yourself and yell at half of your DNA? Not likely. So I think we grow out of it.
