roughly, a collecitve would be a group or people, each licensed to grow small quantities, growing their medicine together in one place.

I am not from CA and have no personal knowledge of those exact locations.

Have you heard of Angel Raich?

She is from CA. She took a case all the way to the US Supreme Court.

In court, her doctor testified that marijuana was the only thing that kept her alive.

The court ruled that, even if true, it still didn't allow her to violate federal law.

In other words, the law requires that she die.

This is so that the federal government can protect and regulate interstate commerce. Which is the excuse the federal government stands on to claim the right to enforce marijuana laws.
