The F-18 has very high up time, meaning it can be keeping flying and operating. That means fewer aircraft will be needed, and can be kept running longer.

It also can operate from aircraft carriers, but that is pretty minor compared to up time.

Being the main fleet aircraft, it has ability for multiple roles - recon, fighter, ground attack, etc.
The super Hornets has an air refueling system - great for a large country that needs to extend range for some missions.
The Australians are buying the F-18.

It also has the quantity to achieve some economy of scale.

F-35 price may keep escalating.

F-16 would be the other reasonable choice, but that design is getting a bit old.
