Saddam made a convincing bluff he already had some WMD and was trying to have all kinds. Iraq is a geographic central point of islam. Saddam was not really in charge of vast open spaces. Reshaping Iraq makes all kinds of complementary sense in creating an infection of a stable political system.

Saddam was an unknown mental case, not unlike Islamic fundamentalists. But Sadam had a base from which to operate and plan. After 911, a new bar of murder and mayhem was set for terrorist acts. A different level of caution and prevention had to be enabled.
