Since the number of people who can join the military is limited, wouldn't the draft - by filling up the ranks - in fact decrease the opportunities for some youngsters who would WANT to serve to do so?

The draft is only used to fill the ranks when there are insufficient volunteers.

The US Army has not had sufficient volunteers to be at full strength for even one day since 9/11.
