The NW does have that somewhat with the indigenous Nations on reservations. The most successful of them do well in spite of it and the rest do not seem particularly active.

A family member applied for heavy equipment training at a college sponsored by one tribe confederation. He had the best credit rating, and the best record of any measure that they took, but he still had to wait until the pool of acceptable candidates from the tribe was exhausted. He finally quit the application when they tried to slap an unfair tuition on him that nobody else got.
