LR is cheaper than subways, faster than cars and buses when they have the right of way,

Busses also go faster when you give them their own right of way (Bus Rapid Transit). Its "their own right of way" thats the expensive and difficult part.

"Heavy rail" is more expensive, but caries more people for heavily traveled routes.

There probably are specific conditions where right rail can work better than all of the other alternatives, but I don't think those conditions are very common.
