Yours is not the only story I have heard like that. I don't know just how you codify the behavior of investigators without hamstringing them completely. I once watched a security team come into an embassy and pound away at the local employees trying to locate a problem they believed existed. Days later, they departed with nothing, and nothing ever came from it. OTOH, there definitely were some leaks from somewhere. I had that confirmed to me by people in a position to know. There will probably always be a tension between the two.
