Why don't we just put the base in Israel?

Because we'd have to fly over Jordan and Iraq to spy on Iran with U2's and predators. Iraq is centrally located and a far better place to watch several countries at once. They also have oil i.e. jet fuel and we get it for free, plus some very well built air bases already exist west of Baghdad like Al Asad. The long borders with Syria and Iran are especially helpful for side looking RADAR.
