Agreed. Remove threat of injunction, remove bargaining power. Works both ways. Hence Nokia strategy.

Clearly, Qualcomm initially underestimated the value of BRCM's patents and it took the ITC for them to appreciate that.

And this is not inconsistent with the assertions by the "evil Cabal" that Qualcomm's pricing policy unfairly values the IPR of other contributors.
