The Navy's only role in the "Mission Accomplished" banner was to send some swabbies to put it up. The Bush Jr. team also said that he had to fly in at the last moment. That still have them enough time to repaint the plane with the designation "Navy 1" and put Junior's name on the side. The worst part is that that flight wasn't the only stunt which was intended (but failed) to bolster Junior's image as a warrior. Pretty much the whole Iraq war including the 4000 who won't return were a gimmic to make George W. seem less pitiful than he is. TP
